Looking for information on vehicle requirements, safety requirements...

You need a vehicle, a (non-race) competition licence, and an MSA approved helmet

The basic rules are at http://www.msauk.org/uploadedfiles/msa_forms/bluebooks/13/221_258_Specific_Regulations_for_Cross_Country_Events_(P).pdf - in particular, read sections 11-13, 24 & 25, 49, and 56-61

Also, as Sharon says - the SCCC regs are available (http://www.scottishcompsafari.co.uk/joomla/images/pdfs/sccc_championship_2013_regs.pdf) and both http://www.scottishcompsafari.co.uk/joomla/index.php?option=com_content&view=article&id=52&Itemid=60 & http://www.scottishcarclubs.com/offroad.aspx are worth a read :)
