The oil from out the filler cap is common. Two o rings sometimes works. Does it have oil bath filter? Try disconnecting that and start up  to see if problem continues. The other usual suspects of water in fuel which is frozen, or air leak on pressure side of system from a pipe or fuel line leak.

What about the old sedimentor or pick up in fuel tank?

Hi when changing oil filter did you check old seal was removed with filter as two seals don`t work.

Have you tried bleeding the fuel system? Replaced the fuel filter?

Hi Dan,
a couple of things to try with your fuel problem. Try using a gravity fuel feed, just a fuel can piped direct to the fuel inlet on the injection pump. If the engine runs fine with this you can go back through the fuel system from tank to pump as the fault lies on this side of the fuel system. If the fault remains then I would remove the solenoid plunger from the fuel shut off solenoid fitted on the pump, the windings in the solenoid might be causing the the plunger to drop as the magnetism weakens as the windings heat up.
If the fault persists I would get the pump and injectors tested by a diesel specialist to check fuel deliveries and pressures and injector spray pattern and delivery.

 cheers,
           Stevie.

A 200tdi will run without a lift pump (the mechanical pump on the side of the block).

It sounds as if you are drawing air somewhere, to me.
