First thing I would do is get a spare relay and try that.
Just because the relays clicking doesn't mean the contacts aren't dud.
I would guess there are two fuses, one for the supply to the relay and one for the motor. Are they both OK?
Often there is a wiring diagram printed on the side of the relay.
If this is the case, pull the relay out then use a length of wire to power up the motor by touching the wire on the socket contact. (Take power direct from the battery).
Still nothing? Then it looks like the earth on the motor is missing.
That will keep you busy.
