series tow ball drop plate

series tow ball drop plate

Hopefully someone can help with the following. 
I want to fit a standard series 6 hole drop plate and wonder if it needs the 'L' shaped bracket that fits between the lowest 2 holes on the drop plate and the cross member.  Or does the drop plate just fit to the crossmember without the 'L' shaped bracket using only the 2 middle and 2 upper holes, with the tow ball only fitted to the lower 2 holes.

Thats how both of my series drop plates are fitted, 4 bolts thru crossmember and the ball on the bottom
She said at my age I need something else to play with

the L shape bracket or angle iron strengthens the drop plate and stops it bending the crossmember if you ground it off road, its not really needed but a worthwhile addition, but it is litterally only a bit angle iron.
