Bill i think i know what your talking about,,,, yes it's the factory induction it's to allow small amount's of water to drain the flappy rubber bit seals with induction air pressure(sucks) and is overwhelmed by the weight of water allowing it to drain away safely,, mastic it up get plenty of mastic on there, this part is actually bolted to the bulkhead be care full not to break it because if you do you will have to engineer a way to keep it from contracting and rubbing against your steering uj,

:-[guess how i know that,,not wanting to teach my granny to suck eggs here but dont just seal that bit seal every join on the system and if you've done it right you should be able to put your hand across the top of the snorkel and stall your engine,,,,now the top of your snorkel is the lowest point that water can enter your engine, Tio
