Windscreen Wiper Problem

Good Morning

I have a 63plate 90, the wind screen wipers are moving, the passenger side perfectly however the drivers side doesn't complete a full ark, and drops below the seating position at the bottom. very limp looking!!!!!

Any thoughts

Might need to remove the offending wiper arm when in  park and replace it in the correct position?
It may have jumped a couple of splines, can happen if the wipers are switched on when they are stuck with frost?
unless someone has a more obvious idea..
